If the seed is not used in the random number generator used in the neuron, every single instance of the neural network will be identical. Thay wil all work the same. It wil not have an individual identity.this tutorial is easy to undersatnd. it contains a lot of code. actually all the code you ever need.finally in the end you will be actiually able to imoplement a neural network in addition to understandin the theory.other activation functions.
